Are you ready to learn? Ages, paperwork and the licence path

Learning to drive is one of the biggest steps towards independence, and it goes more smoothly when you understand the rules, the paperwork and the real commitment before you pay for anything. This lesson goes beyond the overview in Getting Around (tr-04) and helps you plan your own start.

The age question: what the law says and what is happening

  • Gulf News reports that the federal traffic law, Federal Decree-Law No. 14 of 2024, in force since 29 March 2025, sets the minimum age for a driving licence at 17 by the Gregorian calendar.
  • The same law also requires a medical examination (or an approved medical report) and a driving test. Licence types, validity and the age for each type are set in the executive regulations.
  • The official u.ae licence page, when we checked it in October 2026, still listed 17 for motorcycles, 18 for cars and light vehicles, 20 for heavy vehicles and 21 for buses.
  • Khaleej Times reported in June 2025 that many institutes were still asking learners to be 17 and a half before starting lessons, although some would open a file earlier.
  • Because these sources do not match, treat the minimum age for a car licence as unsettled. Check the current rule with your emirate's licensing authority (MOI, TAMM or RTA) or an approved institute before you plan around a birthday.

The licence path, step by step

  • u.ae lists five steps: open a traffic file at a registered driving centre in your emirate, take an eye test at an approved centre, complete all required driving classes, pass all the tests set by the traffic authority, then collect your licence.
  • In Dubai, Khaleej Times (September 2026) describes the RTA stages as opening a traffic file, an eye test, theory lessons, the knowledge test, practical training, internal assessments, parking tests and a final RTA road test.
  • Licences are issued locally: u.ae links to the Ministry of Interior for the federal service, TAMM in Abu Dhabi and the RTA in Dubai. Use the official site for your emirate.
  • Khaleej Times reports that Dubai's training includes compulsory road-safety education on speed limits, following distances, pedestrian rights and distraction, including phone use.

Documents to get ready

  • u.ae lists a copy of your passport, a copy of your Emirates ID, two photographs and an eye test report.
  • A no-objection letter from your sponsor may be needed if the traffic department asks for one (u.ae). As a teen, this is usually a parent's role, so involve them early.
  • Keep scans of everything in one folder on your phone and a paper copy at home. You will be asked for the same documents more than once.
  • u.ae says a first licence is valid for 1 year if you are under 21, so diarise the renewal the day you pass.

Thinking about cost and time, honestly

  • Costs usually include opening the file, the eye test, theory lessons, practical lessons, test fees and any extra lessons or retests. Exact fees differ by emirate and institute, so ask for a written breakdown before you sign.
  • The biggest variable is how many retests you need. Every failed test usually means extra lessons and another fee, so steady preparation saves money.
  • Ask what happens if you miss a lesson, how long a package stays valid and whether there are cheaper off-peak slots.
  • Talk with your family about who pays for what. Some learners contribute from part-time earnings, which can make you take lessons more seriously.

Coming from abroad or heading abroad

  • u.ae says some residents can exchange a valid licence from their home country (applicants must be at least 18), and visitors may exchange under the Markhoos initiative if they will live in the UAE.
  • Gulf News (2023) describes Dubai's 'Golden Chance': some holders of licences from countries without automatic exchange can sit the tests without lessons, but they get only one road test attempt before switching to the standard route.
  • If you study in the UK later, GOV.UK says residents can drive on a full, valid non-GB licence for 12 months from becoming resident; after that you need a GB provisional licence and must pass the tests.
  • Visitors to Great Britain can drive for 12 months from when they last entered, in vehicles listed on their licence (GOV.UK). Always check the rules of your destination country before you drive there.

Practise in real life

Tick each one off when you have done it.

  • Open the official licensing page for your emirate (MOI, TAMM or RTA via u.ae) and write down the current age rule, the steps and the documents.
  • Call or visit two approved institutes and ask for a written cost breakdown, including retest fees and package validity.
  • Make a 'licence folder' on your phone with scans of your passport, Emirates ID and photos.

Remember

  • Sources disagree on the minimum car licence age (17 or 18), so check the current rule with your licensing authority.
  • Five steps: file, eye test, classes, tests, licence.
  • Get a written cost breakdown; retests are the hidden cost.
  • Licence rules change when you move country, so check before you drive abroad.
Note: The minimum age is not settled in the sources we found. Gulf News reports that Federal Decree-Law No. 14 of 2024 allows a licence from 17, but the u.ae page we fetched in October 2026 still listed 18 for cars, and Khaleej Times reported in 2025 that institutes had not yet applied the change. We did not find an official RTA or MOI statement confirming when 17-year-olds can start lessons in each emirate, so always check with your licensing authority. We deliberately give no fee amounts because we could not confirm current fees on an official site. The Golden Chance details are from a 2023 Gulf News article and may have changed.
