Attestation, equivalency and apostilles
If you study abroad and later want to work or study further in the UAE, or study abroad with a UAE school certificate, you may need your certificates officially checked and stamped. This takes weeks, so it helps to understand it early.
Three words, three different jobs
- Attestation: a chain of official stamps confirming that a document and the signature on it are genuine, so another country's authorities will accept it.
- Equivalency (sometimes called equalisation or recognition): a decision by an education ministry that your certificate is equal to a local qualification.
- Apostille: a single stamped certificate used between some countries; GOV.UK describes the UK Legalisation Office checking a UK document and, if the signatures, stamps or seals match its records, attaching an 'apostille' (stamped official certificate).
- Which one you need depends on where the document was issued and where it will be used, so always ask the organisation requesting it exactly what it accepts.
Attesting certificates issued outside the UAE
- u.ae says some jobs require expatriates to submit attested academic certificates for residency and employment procedures.
- Step 1, according to u.ae: have the original certificate attested by the Ministry of Foreign Affairs in the country that issued it.
- Step 2: have it attested by the UAE embassy or consulate in that country, applying through digital channels.
- If there is no UAE mission in that country, u.ae says to contact the UAE Ministry of Foreign Affairs (MoFA) through its call centre or approved channels.
- For certain professions, u.ae says university degrees must also be attested by the UAE Ministry of Education.
- MoFA says it also offers a courier route for documents from outside the UAE, taking about 7 working days, and documents must be in Arabic or English or legally translated.
Attesting documents issued inside the UAE
- MoFA's attestation service is accessed by logging in with UAE PASS and choosing the issuing entity and document type.
- For digital documents issued in the UAE that have a verification feature (such as a QR code or reference number), MoFA offers digital attestation, delivered by email, which it says takes within two hours during official working hours.
- MoFA is clear that a scanned copy, photo or paper copy does not count for digital attestation: you need the original digital PDF.
- Attested documents can be checked on MoFA's verification site, verify.mofa.gov.ae.
- Other documents follow a courier route, which MoFA says typically takes 1 to 3 working days.
School certificate equivalency in the UAE
- u.ae says the UAE Ministry of Education is the authority that equalises high school certificates, and applicants must be UAE residents.
- You usually provide copies of your Emirates ID and passport, and originals of your grades 10, 11 and 12 certificates, which are returned after checking.
- Certificates must be attested by the UAE Ministry of Education and/or the education authority of the issuing country; non-Arabic, non-English certificates must be legally translated and attested.
- Required documents depend on your school curriculum, so check the Ministry's request form for your curriculum.
- Universities may set deadlines: Heriot-Watt University Dubai, for example, says equivalency must be completed before joining, with provisional admission allowing certificates to be uploaded no later than the end of the first semester.
Planning ahead
- Before you leave school, ask your school which certificates and transcripts it issues, and whether it can provide attested or digital versions.
- Before you graduate abroad, find out how your university issues degree certificates and whether it can provide a verified digital copy.
- Get attestation done in the issuing country while you are still there; doing it from abroad is slower.
- Keep the attested originals flat in a document wallet and make high-quality scans of every page, front and back.
- Never pay an unofficial 'agent' without checking official MoFA or Ministry channels first; many steps can now be done online.
Practise in real life
Tick each one off when you have done it.
- Ask your school office which certificates you will receive when you finish (and when), and whether they can be issued digitally.
- Read the u.ae attestation steps and write a three-line plan for your future degree: where it will be issued, which ministry attests it there, and which UAE mission covers that country.
- If you are applying to a UAE university, find its equivalency page and note the deadline.
Remember
- Attestation confirms a document is genuine; equivalency confirms it equals a local qualification.
- Foreign certificates for UAE use: issuing country's foreign ministry, then the UAE mission there.
- Digital attestation in the UAE needs the original digital PDF, not a scan.
- Start early; it can take weeks.
